I have the same problem on Linux Mint 11 64-bits (Ubuntu 11.10 based). I'm using PiTiVi 0.15.0, from it's PPA. Sorry, I said Linux Mint 11 is Ubuntu 11.10 based, but it is actually is 11.04 based. You seem to be looking for effects in the clip properties pane instead of the effect library tab next to the media library tab.
