I'm pretty sure this is a bug in gnome-control-center.  I'm pretty sure
that is where most users configure the 'nopasswdlogin' membership (via
the 'Login without a password' setting under 'User Management')

   No administrative actions possible (password refused) after enabling 
passwordless login

I don't know which package this is, but it's *not* pam.  The user is
reporting that the password entry is being removed, and this is not
something that the pam package does.

Reassigning to lightdm, but I don't know where this 'nopasswdlogin'
group setup is being done.
