I can confirm this exists on Ubuntu 12.04, gnome-shell 3.4.1. There is a workaround... Install this extension (from git, not the extensions gnome page as it is currently broken there, scroll down to see the readme): https://github.com/mlutfy/hidetopbar this will hide the top bar unless in overview mode, preventing most bugs relating to this. I noticed this while trying to play Knights of the Old Republic/Steam on wine.
