The tooltip jumps to the opposite side of the window away from the cursor which at least allows for selection of the bottom file. FWIW, in Nautilus, going to the View menu and turning on Statusbar does at least make it stay in a separate bar at the bottom rather than the annoying yellow hover text. I've noticed a similar thing in Firefox windows, when a page has no bottom margin or padding.
