I think Stephan is suggesting that the proxy settings aren't exported to the environment in which apport is executed. Certainly I've just tried to report an Ubuntu bug using apport and it failed to communicate with a similar message and I am using a proxied connection. Oh well, it seams that the proxy settings are not read correctly, that is /etc/environment is not read and http_proxy is not exported.
