I got it both in 12.04 LTS, when using nvidia prioprieary drivers, as well as with 12.10 which switched to bumblebee and is using mesa by default. So this is probably not a graphics driver issue. In 12.10 that lag seems to be longer, but that may be just by accident that mesa graphic drivers are faster to initialize - the time to switch from the splash screen to login screen is very short now. This bug is very bad because it affects first impression. What does `time xrandr` report for you?
