Some work was done on this sub-chapter in the 13.04 cycle. Please have a look at https://help.ubuntu.com/13.04/serverguide/puppet.html to see if your concerns have been addressed, and report back here. If you still have concerns then please be specific as to exactly what you would like to see changed. As for backporting changes to the 12.04 version of the serverguide: That is unlikely to happen. Why?
