I can confirm that this bug affects kernels up to 4.13.0-17 but it is a little 
better on that one.
Tested it on Ubuntu 16.04.3, Ubuntu Mate 17.10 and Linux Mint 18.3.

I have: Lenovo Ideapad 320 (very similar to @Vasilj). Today I tried to fix this 
bug with different methods with no results.
I tried:
All workaround provided on this site, puting different set of options into grub 
configuration (i8042.reset, nopnp, nomux), switching on and off elan_i2c 
module. Even tried changing libinput to synaptics.

In kernel lower than 4.13 xinput did not show any signs of Elana Touchpad. In 
kernel 4.13.0-17 xinput shows Elan Touchpad. 
But the biggest improvement is that my pointer actually works for a very brief 
moment (30-60 sec). In this time syslog is massively flooded with "invalid 
report id data".

On proposed 4.13.0-1001.1 linux-azure kernel reloading the netvsc module
will cause the VM network to stop working on WS2016.

Manual repro is easy, start a VM with that kernel and run:
modprobe -r hv_netvsc
modprobe hv_netvsc

At this point the command will hang and after 2 minutes the hung task
messages will appear.

Test env info:
- ubuntu 16.04.3
- Affected platforms: WS2016 and WS2016 fall update - 1709

4.11 series linux-azure are not showing this behavior.
This seems to affect only WS2016, and it is functional on WS2012R2.

One of the primary differences in freetype-2.8 and prior Ubuntu versions
of freetype is the introduction of TT_CONFIG_OPTION_SUBPIXEL_HINTING in
/include/freetype/config/ftoption.h in freetype-2.7.X and later. The
default value is:

#define TT_CONFIG_OPTION_SUBPIXEL_HINTING  2

This needs to be undefined (uncommented) in order for freetype-2.7 and
2.8 to render fonts identically to prior versions of Ubuntu freetype
(freetype-2.6.X and earlier).

The diff file (freetype_2.8-0.2ubuntu2.diff.gz) at
https://launchpad.net/ubuntu/+source/freetype/2.8-0.2ubuntu2 enables
FT_CONFIG_OPTION_SUBPIXEL_RENDERING in
/include/freetype/config/ftoption.h with:

#define FT_CONFIG_OPTION_SUBPIXEL_RENDERING

This properly enables subpixel rendering to render fonts identical to MS
cleartype, however, if TT_CONFIG_OPTION_SUBPIXEL_HINTING is also set
then the fonts are rendered differently than before.  So, this problem
is fixed simply by undefining TT_CONFIG_OPTION_SUBPIXEL_HINTING.

The autopkgtest failure on s390x is in a test that checks rfkill
integration.  s390 kernels do not have CONFIG_RFKILL set.  Behavior
change might have something to do with the recent change to s390x
autopkgtest from LXC containers to VMs?

Steps to reproduce the bug (first part):
1. After a fresh install, for an administrator account connect to a secure WiFi 
network.
   Store password (in my case WPA) and through NM GUI allow all users to use 
WiFi network.
2. Create non-administrator user, called dummy, say.
3. After every reboot, an error will appear for dummy on login that he does not 
have sufficient  
privileges to make changes to network settings.

After reading

 this can be fixed by changing the permissions= entry in 
/etc/NetworkManager/system-connections
for the affected WiFi network.

Steps to reproduce the bug (second part):
Now on every reboot, the user dummy will be asked for the WiFi password once he 
logs in. Nothing that can be done through GUI (either as administrator or as 
dummy) changes that. Similarly, LightDM asks for the WiFi password after every 
reboot.

In my case I could fix the issue by manually editing the following
entries in the SSID file in /etc/NetworkManager/system-connections/:

psk-flags=0
psk=

Note that psk-flags was set to 1 beforehand. The meaning of these values can be 
found with
man nm-settings.

Okay, I'm "unbricked" now as I can finally boot up my system but BIOS is
still corrupted.

I've instaled a new hard drive, with the help of a PXE environment I've
set up partitions so that matches my old drive configuration and
overriden the ESP UUID to the old drive UUID with gdisk and finally
installed Ubuntu 16.04 on it.

Anyways, USB Boot, DVD Boot and BIOS Settings are still a no-go.

Trying to add, delete entries through efibootmgr errors out. Even
setting timeout errors out:

sfera@coruscant:~$ sudo efibootmgr -t 5
efibootmgr: Could not set Timeout: No such file or directory

[Impact]

As per T-Systems request, we have packaged the uvp-monitor daemon for
their cloud images resource monitoring. The main Ubuntu images
officially available on the T-Systems cloud are xenial and trusty
images. We would like to request backporting of the new uvp-monitor
package to those series so that we can get those pre-installed on their
images. It's a direct request from the cloud provider as only this way
the packages can have the same functionality as other linux
distributions on this cloud. The packages will not work on non-T-Systems
instances and will be only consumed on that specific cloud.
