[Bug 1634705] [NEW] Add ipvlan module to 16.04 kernel

Public bug reported:

Currently, ipvlan is included in the linux-image-extra package however
users have requested that it be included as a module in the primary
kernel package. Users running docker with mesos require ipvlan for
container networking to function (and likely other container use cases).

This regression also broke other packages that depend on libjson-c
including the google-compute-engine-oslogin package in both 16.04 and
18.04 (at least). The rollback worked fine for the affected users.
However what we are trying to determine is if the update to the update
works or not. Is there a proposed libjson-c package that includes the
upstream fixes referenced in #21
(https://github.com/json-c/json-c/pull/608)?
