There was already a provision for it [0], albeit very few have been using 
it. Anybody who would like to share the iso can add his/her name and 
contact info on page under the relevant city and the person looking for an
image can obtain it.

this thread with the follwing info:

City,email ID, Contact number (optional), can write CD / ISO share thru pen
drive, Cost of CD if any, Desktop/Alternate install, 32 bit/64 bit, any
other pertinent info.

Or if anyone can put this up as a shared Google Doc that will be great and
accessible to all.

Hi,

I am in Mumbai. I can download the ISO. It is no problem. But it would have
been nice if I were able to give out official Ubuntu CDs at the Ubuntu
Release Party to be held on Wednesday in Mumbai. Thanks for the suggestion.

Anyone who wants Oneiric ISOs can contact me via this list. Sadly

Only approved loco teams can order CDs from shipit. Since India loco team
is not approved, we cannot order them from shipit for free. But you can
always buy from their store. If you do not want to, you can ask the mailing
list if someone can send a copy of downloaded image on paying the postage
cost.
