On a machine running 1.10.2, they are received and processed correctly. I'm not sure how/where the incoming GRE packets are handled - I suspect it's in-kernel and somewhat inaccessible for debugging... We'd like to get the dkms datapath working so we can support NXVLAN which still requires the openvswitch supplied module; I haven't tried plain 2.1 at this point. I don't even have to give arguments or commands to hpacucli, it just scans all buses on startup and those messages appear immediately.
