Netboot installation of what? Ubuntu server?

So this isn't (necessarily) about the netboot installer (or any
installer) environment, but that in all *installed* environments
(presumably server/cloud only), ethtool is available. Is that
accurate?

Hello and thank you for filing this bug report! I believe this is a
known issue with update-manager and some packages (no root cause found
yet). Please simply run:

sudo apt update

then

sudo apt full-upgrade
or
sudo apt -f install

in a terminal to finish installing PHP.

Thank you for filing this bug in Ubuntu.

samba 2:4.1.6+dfsg-1ubuntu2.14.04.12 is very old. Current version in
Ubuntu trusty is 2:4.3.11+dfsg-0ubuntu0.14.04.8.

Could you please upgrade to that version and see if the problem
persists? An upgrade is recommended anyway because it fixes security
issues in that package.

If you want to use winbindd, you also have to mask winbind.service. In
the AD DC scenario, the "samba-ad-dc.service" service manages all that
and starts winbindd on its own.

We apologise for the lack of updates, but Ubuntu 15.10 Wily Werewolf
reached EOL on July 28, 2016. See this document for currently supported

That being said, I believe your problem is not samba related. Your log shows a 
lot of these messages:
insserv: Starting smfpd depends on ondemand and therefore on system facility 
`$all' which can not be true!

Whatever package is providing "smfpd" could be the culprit here. "dpkg
-S /etc/init.d/smfpd" would tell you which package provides it, and then
"apt-get policy " would tell you where it comes from.
