phpmyadmin needs a working mysql server before it's installed. By
itself, it won't install it.

If you want to use phpmyadmin on the same machine where you will be
running mysql, please try this two-step installation:

sudo apt install mysql-server
sudo apt install phpmyadmin


To fix your current installation, I would try:
sudo apt update
sudo apt -f install

If the above doesn't work, then perhaps:
sudo apt install mysql-server

And once mysql-server is installed, then phpmyadmin:
sudo apt install phpmyadmin

[Bug 1161012] Re: Clamav package adds proxy to config on install and update

I can reproduce this in cosmic *if* the http_proxy and ftp_proxy env
vars are set at clamav-freshclam install time, i.e., when I do "apt
install clamav-freshclam". Then I get them set in
/etc/clamav/freshclam.conf, and this is done by clamav-freshclam's
postinst script.

If these vars are being set to point at a proxy that is not a general
proxy, then I don't think freshclam is at fault here. It is expected
that http_proxy/ftp_proxy point to a proxy that works for the general
case.

I'll mark this bug as incomplete, because it does seem like the right
approach is being taken. Please comment if people affected by this think
otherwise.

The sssd.conf manpage from sssd 1.13.4 and 1.16.1 (xenial and bionic)
says that without inotify sssd will fall back to polling resolv.conf
every 5s:

try_inotify (boolean)
SSSD monitors the state of resolv.conf to identify when it needs to update 
its internal DNS resolver. By default, we will attempt to use inotify for this, 
and will fall back to polling resolv.conf every five seconds if inotify cannot 
be used. 

Did you observe that when setting try_inotify to false?
