But I can tell you that I have more than 50 jaunty users where I only apt-get install openssh-server and openvpn where most of those users are using laptops and Network Manager in its default configuration and both ssh server and vpn client handle the fact that the network is brought up later fine. I'm using the same configuration and the vpn is started successfully if I start it using /etc/init.d/openvpn start in both cases.
