I don't believe it's an official policy decision no. But shipping static libraries have fairly fallen out of favor. And when libnetfilter-queue updated in Debian, they specifically dropped it. On Ubuntu 14.04: $ find /usr/lib/ | grep '\.a' | wc -l 308 I'm sorry. Is there some sort of policy that static linking is a thing of the past? Your very short answer seems to indicate this.
