The man page says :

  --plugin module-pathname [init-string]
       Load plug-in module from the file module-pathname, passing init-string 
as an argument to
       the module initialization function.

So given the proper path it should work.

On Trusty, the following works well:

  plugin /usr/lib/openvpn/openvpn-plugin-auth-pam.so openvpn
