Public bug reported: While usually not the case when the init script runs devices could be unassigned when e.g. a service dpdk restart happens.
In that case the code already does the right things but has still some implementation details that fail afterwards. Also in that path it still has a remaining tr change o - to _ which is wrong, see bug 1554214.
