From the Dependencies.txt of the original report the version of sysv-rc is 2.86.ds1-38+etchnhalf.1 and obviously not the one provided by Ubuntu. This same bug affects pulseaudio and cron. I have installed ntp 1:4.2.4p4+dfsg-3ubuntu2.2 recently.
