While this bug is closed, I can add the following info: I did remove the entire directory of /etc/bind because I was trying to remove a bad installation and install a new one. I thought installing the bind9 package would recreate those files with the default values. I guess not. I thought it would since it seems to own those files. Perhaps the install routine should create those?
