With -no-acpi, qemu will exit immediately when issued the system_powerdown command. Thanks for the bug report. I'm declining this for Karmic right now (in that I'm not going to personally work on fixing it between now and release). If someone else has a tested, working patch (ideally from upstream libvirt), I will gladly look it over, test it, and sponsor an upload.
