Thanks Paul for this bug report. From the logs it appears that the instances get private addresses 172.19.1.2 to 172.19.1.30. There is a VNET_ADDRSPERNET=32 by default in eucalyptus.conf, limiting the maximum number of instances in a single security group. Did you fire all of your instances in the same group ?
