/etc/init.d/vsftpd no longer exists, so this bug is now moot. The correct way to start the service is with service vsftpd start, and this does the right thing. Since it is now not possible to start vsftpd with a different locale as described, I think it's fair to consider this bug fixed. If you disagree, please do comment and reopen.
