Binary package hint: vsftpd

System: Ubuntu 10.04 32-bit Server

If the root user does not log in on the system, it is not possible to
connect to the FTP server with the.local user(same account and password
as the root)

If the root user logs in on the system by SSH, then it is possible to
connect to the FTP server. However, when you closed SSH connection, you
are not able to connect to the FTP server again.
