Ron, the file would have been /var/lib/dpkg/lock

I'm guessing something is going wrong on your system if this
has crept up in another, slightly different way. Either way,
this is a different error, and, therefore, a different bug
so please open a new report if you feel that it is something
wrong with the software.

I notice that you have some PPA's enabled, I wonder if maybe you have
some packages that have damaged your system in some way.

I was thinking the same thing.  I'm looking for an iso file to 
re-install everything.

Ron, I understand the frustration. Its entirely possible there is
another process holding this file open that shouldn't be, which would
be a bug. Can you open a Terminal and add the output of this command to
the bug report:

sudo fuser -vu /var/cache/debconf/config.dat

It should show the process which has config.dat locked. If you determine
that its ok to kill that process, you can run:

sudo kill #

Where # is the process ID shown in the output of fuser.

Hi Ron, this is a temporary issue that occasionallly comes up if some
other configuration script is accessing the debconf database:

debconf: DbDriver config: /var/cache/debconf/config.dat is locked by
another process: Resource temporarily unavailable

Please try your updates/upgrades again and they should work just fine.

Closing as Invalid.
