The AppArmor profile for /usr/bin/ntpd prevents ntpd from accessing the
samba 4 NTP signing socket.
Adding the line
/var/run/samba/ntp_signd/socket rw,
To /etc/apparmor.d/usr.sbin.ntpd resolved this problem.
