I am experiencing similar issues. The host machine is Ubuntu 13.04 Server 64-bit. The host /etc/sudoers file contains the sudo group. Any VMs built contain an /etc/sudoers file without mention of the sudo group. Further, the line including the contents of the directory /etc/sudoers.d/ is missing (should I file a separate bug report?). There hasn't been any activity on this bug for a while, and I suspect it's not really a bug.
