That's odd, because Uuntu Bionic 18.04 ships php 7.2, not php1. I
suspect your upgrade from artful to bionic didn't finish correctly, or
maybe this error showed up during the upgrade.

You seem to have hit a resource limit. Do you have some custom
configuration around resource limits, perhaps around DefaultTasksMax? Or
a lot of processes running as the user 1000?

Does the following retry attempt fix it?

sudo apt update
sudo apt -f install

It doesn't tell us enough about why the service failed to start, though.

It also doesn't look like you removed haproxy, as the above shows it
being setup.

What happens when you run these commands:

sudo apt update
sudo apt -f install

If it fails again, then please attach the haproxy configuration file
(/etc/haproxy/haproxy.cfg) and the logs, if any, from
/var/log/haproxy.log

fixing common upgrade issues.
Once the problem is resolved, run apt-get --fix-broken install to retry.

In addition, I note that the package version that was used,
5.7.21-1ubuntu1, is what was released with bionic, but there have been
updates since then. Do you have the updates and security repositories
enabled? If not, please enable them and run:

sudo apt update
sudo apt -f install
Also maybe: sudo apt dist-upgrade

You should get 5.7.22-0ubuntu18.04.1 which is in the updates and
security pockets.

Unfortunately that only confirms that the service failed to start, but
doesn't say why. It's quite likely the cause is a configuration error in
your /etc/samba/smb.conf file.

Please attach /etc/samba/smb.conf to this bug, or at least run the
testparm utility. It will check the file for simple syntax errors.

If that is not enough to highlight the error, then please attach the
samba logs from /var/log/samba/log* to this bug.
