I can confirm this issue as a missing dependency. The neutron Linux
bridge and Open vSwitch L2 agents and L3 agent use a library [1] that
calls conntrack for various reasons... typically security group
management. Currently, only the neutron-l3-agent package depends on
conntrack, but neither of the L2 agents depend on it. Compute nodes
usually only run the L2 agent and therefore lack conntrack.

In Liberty, the Open vSwitch and Linux bridge agents use the following
separate configuration files:

/etc/neutron/plugins/ml2/openvswitch_agent.ini
/etc/neutron/plugins/ml2/linuxbridge_agent.ini

The neutron-plugin-openvswitch-agent and neutron-plugin-linuxbridge-
agent packages depend on the neutron-plugin-ml2 package that contains
these files. However, only the neutron-server component (typically on
the controller node) actually uses the ML2 plug-in and loads ML2
configuration from the ml2_conf.ini file. Other neutron components
should not use the ml2_conf.ini file, yet the init scripts for the Open
vSwitch and Linux bridge agents load it in addition to their separate
configuration files. The neutron-plugin-openvswitch-agent and neutron-
plugin-linuxbridge-agent packages should probably include their separate
configuration files instead of the neutron-plugin-ml2 package.

Also, on a somewhat similar note, the neutron-plugin-ml2 package seems
to only contain configuration files for the ML2 plug-in. The python-
neutron package (a dependency of the neutron-common package) includes
the actual code for it which means all installations of neutron include
the ML2 plug-in even if they don't use it.

Using the cloud archive repository for Liberty (and prior releases), the
nova-common package installer setup script attempts to sync the
database. By default, the Ubuntu packages use a SQLite database for each
OpenStack service... a configuration that few, if any, deployments
should use. The sync process works on the default SQLite database rather
than waiting for the user to reconfigure the service to use
MySQL/MariaDB and run the database sync, therefore performing nothing
useful for the user.

I'm not testing NUMA. I am launching a basic CirrOS image using the
m1.tiny flavor, neither of which should trigger NUMA bits. In fact,
adding the "hw:cpu_policy=shared" to extra_specs in the m1.tiny flavor
has no impact on this issue.

Still an issue in the 2015.1~rc1-0ubuntu1~cloud0 packages. I built an
environment on hosts that support KVM and successfully launched an
instance, so this issue only affects QEMU. I built another environment
using upstream source and successfully launched an instance using both
QEMU and KVM, so I'm fairly certain this only applies to the Ubuntu
packages... probably an errant patch.

My installation with packages uses the cloud archive repo that includes
libvirt 1.2.12. My installation from source uses the generic 14.04 LTS
repo that includes libvirt 1.2.2. Both installations use the same nova
code (RC1), but the older version of libvirt doesn't exhibit this issue.
Also, I'm fairly certain that QEMU doesn't support any form of NUMA.

On the same system (QEMU only) and same version of nova (Kilo), I can
launch an instance with Libvirt 1.2.2 (included with Ubuntu 14.04) but
receive this error with Libvirt 1.2.12 (included with the Kilo cloud-
archive repo). Either Libvirt 1.2.12 reports the wrong capabilities to
nova or nova makes some sort of incorrect assumptions with it.

Since 8.10 (Intrepid), the Ubuntu Server Guide section regarding LDAP
authentication references the auth-client-config and libnss-ldap
packages.  However, following these instructions when using LDAP with
TLS breaks various authentication functions in 9.10 (Karmic).  After
determining this issue still exists (nearly 7 months later) in the beta
release of 10.04 (Lucid), I began looking for new workarounds.  I found
a package first available in Karmic, nslcd, which also installs libnss-
ldapd, nscd, and several other dependencies.  All of the latter packages
exist in the 'universe' component.  I removed the nscd package for
testing purposes.  Using the configuration provided in the opening post
for this bug report, 'su' and 'sudo' now function properly.  Although
I'm still unsure as to the exact origin of this issue (e.g., eglibc,
libnss-ldap, sudo, etc.), replacing libnss-ldap with libnss-ldapd
probably provides the core of this workaround.

Configuration:

I'm running redundant servers using failover peer mode in which both
daemons actively handle DHCP requests and share lease information.

Expected operation:

Under normal operating conditions, both daemons should start in any
order, synchronize lease information, and begin handling DHCP requests.

What actually happens:

Using the Jaunty DHCP server package (dhcp3-server 3.1.1-5ubuntu8), the
first daemon consistently starts up properly, but the second generally
throws a segmentation fault.  After several attempts, the second daemon
eventually starts up properly.  However, upon restart will resume the
pattern of throwing segmentation faults.  Once both daemons successfully
start up, they seem stable and perform as expected.

For example:

cinder ALL = (root) NOPASSWD: /usr/bin/cinder-rootwrap
/etc/cinder/rootwrap.conf *

Other services contain this "*" in their rootwrap configuration files.
