There, the 'Connect to ssid, Cancel, and Connect buttons are untranslated; curiously, the Show password label of the checkbox is translated. When doing the same operation later in the system settings app, the dialog is completely translated. Thus I think the problem isn't untranslated strings, but that the choice of language in the initial step somehow doesn't restart already existing services under the new locale?
