Thank you for taking the time to report this bug and helping to make Ubuntu 
better. We are sorry that we do not always have the capacity to look at all 
reported bugs in a timely manner. There have been many changes in Ubuntu since 
that time you reported the bug and your problem may have been fixed with some 
of the updates. It would help us a lot if you could test it on a currently 
supported Ubuntu version. If you test it and it is still an issue, kindly 
upload the updated logs by running only once:
apport-collect https://api.launchpad.net/1.0/bugs/1254464

and any other logs that are relevant for this particular issue.

  Ubiquity is fully localized except for manual partition editor. It
  uses English strings. This happened while installing Kubuntu 13.10

Bug description:
  For the Ubuntu 12.10 Beta2 Amd64 .iso, I have compared the language selection 
screen during the installation process for:
  - the text-mode language selection (see attached screen capture), and
  - the graphical "ubiquity" process.

  The text-mode has 73 languages to choose from while the graphical
  ubiquity "install" window has 71.

  I have tried to decipher the missing ones and it seems to be:
  -Khmer
  -Dzongkha

  [l10n] Indicator menus of "Accessibility" should behave like other

Bug description:
  Same as bug 1040438 but it has only been fixed partially.

  All indicators are in the selected language during installation except
  for the accessibility indicator. It changes to the desired language
  after clicking »Next« in the language selection window but before this
  it is in English although it should use the same language as other
  indicators.

Indeed it takes some time before that will be seen on the ISOs.
Translations must first be updated in the ubiquity-slideshow-ubuntu
source package, which then must be uploaded. Probably that will happen
only soon before final release.

  - Third one appears in Spanish correctly.
  - Last ("Join the community") one appears completely in English.

I just checked and is all in Spanish now.
