This is very sensitive stuff. I don't see regulations for software product, but it does exist in translation and interpretation field for all kinds of stuff - the term R.O.C is forbidden in similar situations. Remove the assignment on ubuntu-l10n-zh-cn and suggestions are not approved. We never apply workarounds in translations for shortcuts. And I guess this bug is not zh_CN specified, but is valid for all languages.
