 So, what makes the gnome-shell desktop different to Unity and KDE? The
X server, GTK etc are all the same.

The difference is in technical details of the window manager. The issue
also only happens if you are grabbing the scroll events to do something
with those, it might be that gnome-shell doesn't do that (while unity
uses scrolling over the launcher to cycle through applications for
example)

Luis Silva, having a look at http://www.x.org/wiki/RadeonFeature/#index3h2 it 
would appear that upstream has intentionally not chosen Auto as the default 
power_profile due to the information provided within the section:
Power management is supported on all asics (r1xx-evergreen) that include the 
appropriate power state tables in the vbios; not all boards do (especially 
older desktop cards). dpm is only supported on R6xx and newer asics.

Ubuntu wouldn't deviate from this upstream policy for a few reasons:
1) It could cause adverse effects on default installs for folks with older 
graphics cards.
2) If it absolutely would cause no adverse effects, deviating from upstream 
this way would cause an undo maintenance burden of Ubuntu. It would be strongly 
preferred that if something is changed from the current default behavior, it is 
done upstream first.

Despite this, the suggestion of power_profile to reduce power consumption has 
been documented in the Ubuntu documentation for reducing power consumption:

A bit more testing (all on Ubuntu 14.04 as of 2014-04-01).

XFCE4 (apt-get install xubuntu-desktop): Windows get focused on scroll
events, so this bug could not be tested there. Couldn't easily find a
setting to turn that off (I assume it's buried somewhere though).
Nautilus, gEdit, mousepad all scroll normally, but of course they all
are focused and brought to the top of the window stack on the first
scroll event. FWIW, mousepad installed on Ubuntu 13.10 under the regular
Unity 7 desktop scrolls without focus just fine. I noticed it's a GTK2
app.

KDE: Kate scrolls without focus, but gEdit does not. (just had to check
whether KDE native apps had a similar issue).

So it's basically GTK3 apps when not running under Gnome-Shell, and only
with a mouse scrollwheel but not a touchpad, that have this issue with
unfocused scrolling.

On Ubuntu 13.10 with Mate-Desktop (1.6) also gedit does not scroll if
pointer is not over the scroll bar but pluma scrolls normally. Mate is
on 14.04's repositories (but 1.6, not 1.8).

Hmm, I guess the answer to (all?) Intel video hardware is no.

I get perfectly consistent KWin crashes on a machine with a Intel
Corporation Mobile GM965/GL960 Integrated Graphics Controller (rev 0c),
even after add-apt-repository ppa:xorg-edgers; aptitude update;
aptitude full-upgrade; reboot.

No crashes on a machine with a Intel Corporation Xeon E3-1200 v2/3rd
Gen Core processor Graphics Controller (rev 09) though.

The machine I'm seeing the issue on is an HP Elitebook 8440p.  I also
have Kubuntu trusty installed on a Dell E6320 that does not exhibit this
issue.  Both use the i915 driver, so there's at least some variation in
that.

We are a small company but have a lot of pc's and laptops that we dont
want to or cant upgrade to 8.1 and with expiry of XP support are
urgently searching for an alternative. These are for professional users,
not gamers, so super-graphics are not essential but a stable clean
desktop is. The best option seemed to be a Linux based solution and
Ubuntu appears to be the best of those available but have had no end of
difficulties as many of the laptops have SiS graphics with no option to
change them for a supported chip. Moergaes suggested a solution using
Lubuntu with the patch which works but leaves us with a mountain to
climb in terms of reinstating all the functionality of the full version
of Ubuntu and a much shorter support window; this is a very frustrating
situation given the commercial pressure to change systems and the fact
the patch seems to have been available for a long while but is
inexplicably excluded from the main distribution in spite of many
threads requesting it.

It strikes me that there is a really strong driver to switch away from
Windows to Linux solutions at the moment in the business community that
could give Ubunto a massive boost; supporting older machinery for office
duties is absolutely critical to widespread adoption. Its worth pointing
out the other big distro's also suffer this problem so there's a further
opportunity to differentiate Ubuntu ahead of the pack.

I have exactly same problem on my other laptop. It also has Intel and
Nvidia graphics.

Ah well it needs atleast that, but the assert is hit before the ioctl so
it can't be that in this case

i've testet it tody with the current version of 14.04 (daily build) and
Java8 JavaFX8 works great!

Java7u51 test faild. Bug still there but now it does not matter.

With Java8 my problems are gone.

i've testet it tody with the current version of 14.04 (daily build) and
Java8 JavaFX8 works great!

Java7u51 test faild. Bug still there but now it does not matter.

With Java8 my problems are gone.

When enabling panning in nvidia settings manager, nothing happens. When
doing so in 311/334 panning works, but as soon as you move a window in
there, the screen gets corrupt.

This might be an nvidia bug obviously, not sure.

hi Chris, secretly i run fedora 20 and appreciate the info... i really
miss smolt where i could just point to that information and see what the
current optin population was... can not believe this is really the only
information about it on the internetz... should we email the nouveau
driver team directly as i have been working for days trying to find a
solution.

Jack Ramsay, please do not add stray bug tasks to this report, without
full, technical justification on why this is a kernel issue, versus an
issue within the nvidia driver. As is known, linux kernel upstream does
not WORKAROUND or fix bugs in the nvidia driver, as it is proprietary,
and bugs within it are fixed by nvidia.

Ingo Gerth, is this a new problem that occurs only in the more recent
nvidia blobs, or does it also occur with older ones (say 304)? If the
latter, since you have a Quadro 2000M, this bug should probably be
marked as a duplicate of Bug #562005:
