I looked at the release notes and it appears amdgpu-pro only supports discrete/dedicated graphics. I just tried to use the amdgpu-pro packages from AMD and that didn't fix my problem either. I tried ubuntu-17.04-desktop-amd64.iso and that didn't help. I tried various boot options and nearly all of them didn't help.
