One further historical detail: when these machines were running 14.04.3
and we made the mistake of accepting the HardWare Enablement (HWE)
upgrade:

which replaced the old fglrx driver with the radeon one, that's when we
first encountered this unable-to-unblank problem.

Fortunately, at that time we were able to roll back Xorg to 1.16 and
keep things sort-of working:

When we performed a clean, full re-install with 16.04 we were hoping

It could be a backlight issue. I tried with the latest daily-build
(April 16, 2018) and I boot up with the nouveau.modeset=0 kernel param
and it shows the splash screen, and then I hear the login sound, and if
I turn off the lights in my office and look closely, I can see the
display, but it looks like the backlight for the screen is not lit. I
tried adjusting the brightness using the FN+F7/F8 (Which adjust
brightness) and they don't work (They don't work on any other
distribution/Release as well. Only things that work are volume control
and Projector options).

The system is an upgrade from 17.10 to 18.04. The X-server fails to start 
initially, on each boot. After switching to tty2 I can start the login daemon 
via

$ systemctl start sddm

and X and sddm work as expected. (i.e. X starts, the login daemon
starts, I can login to an X session)

The system in question is a Lenovo X220 Thinkpad with integrated
graphics. As lspci puts it:

00:02.0 VGA compatible controller: Intel Corporation 2nd Generation Core
Processor Family Integrated Graphics Controller (rev 09)

This behaviour started as a result of the upgrade.
