This is probably a kernel or driver issue. Since you're using a non-
Ubuntu kernel first please try downgrading to a supported Ubuntu kernel.

This is supposed to be fixed in Mesa 20.1 git by c81aa15d, 
gallium/auxiliary/vl: fix bob compute shaders for deint yuv.

https://launchpad.net/~oibaf/+archive/ubuntu/graphics-drivers   that works too 
and is at mesa 20.1 git

Please correct the problem to the official Ubuntu repos.

Please:

1. Remove any Xorg config files you might have. I can't tell if there
are any...

2. If #1 did not solve the problem then try booting Ubuntu 19.10 or
20.04 from USB:

   19.10: https://ubuntu.com/download/desktop
   20.04: http://cdimage.ubuntu.com/daily-live/current/

   as we would like to know if this is an issue that's already been
resolved in some newer package.
