The correct fix for this in Natty is this:

echo lirc  /sys/class/rc/rc0/protocols

Just add that line to /etc/rc.local and it will be done at boot. This is
not an Xorg bug but a side-effect of the kernel now understanding IR
remote controls and generating keyboard events for them. You just
disable the decoding and tell the kernel to send LIRC events and all is
well.

Results of further testing (with very bleeding edge kernel and xorg-
edgers PPA) appear to show the problem satisfactorily resolved.

Device section of xorg.conf (the EXA and AccelMethod options are ignored and 
are hangovers from previous config, so in fact only 'Tiling' option is active):

Kernel modesetting is On. Boot time seems a little increased compared to 
user-modesetting, however, and there is a slight cursor glitch (display 
corruption near the mouse pointer) for a brief period after login. VT-switching 
is fast and smooth. 
 
In  Xorg.0.log:
(WW) intel(0): Option AccelMethod is not used
(WW) intel(0): Option EXAOptimizeMigration is not used
(WW) intel(0): Option MigrationHeuristic is not used

Results: 
- glxgears about 340 fps, with drops to 240 and occasional peaks to 400.

- ppracer 1280*768 about 24 fps, up from 12. This is the first time I
have seen 3D performance improved with no corresponding change in the
glxgears number, so it shows the advice to mistrust glxgears as well
founded.

- Full-screen flash (Youtube etc., 'HD' mode is smooth and OpenGL
acceleration appears to be effective

Note that the permissions of /dev/dri/card0 are still incorrect:
crw-rw+ 1 root video 226, 0 2009-08-26 00:35 /dev/dri/card0

These permissions should be 666, shouldn't they? But manually changing the 
permissions and restarting X with 
kill -9 -1
does not change the graphics performance at all.

Another thing I noticed is that it's apparently impossible to
synchronise DRI with the screen vertical refresh, as was possible with
the 2.6.30.5 kernel. Changing the values in .drirc or using driconf has
no effect.

I hope this information is of help to other users. I'm now much more
confident that the Intel graphics regressions experienced in 9.04 will
be resolved to an acceptable level in 9.10, and the process of
performance optimisation has, according to blogs, only just got under
way.

I got the following results:

PPracer, fullscreen 1280*800: UXA 11-15fps, EXA 25-30fps
Fullscreen flash noticeably worse with UXA (tearing, dropped frames)

The same ratio results (UXA giving about half frame rate and worse 2D
video performance than EXA) was noted with the 2.4 Intel driver from
Intrepid, Jaunty stock 2.6.3 driver, and the X-updates 2.7.1 driver.
Performance with the downgraded 2.4 driver was noticeably worse (EXA).
Upgrading from stock 2.6.28.15 kernel to 2.6.30 gave about a 20%
improvement in framerate on ppracer.

Hope this information helps someone. However, to say that a fix is
released/bug resolved, when it's necessary to run an alpha of Karmic and
a git version of the intel driver, is stretching a point a bit. It looks
like most users will have to wait until the release of Karmic before
they can watch full-screen video on intel chips (and even then, it's
going to be marginal).

xorg-edgers PPA intel driver
Version: 2:2.8.0+git20090814.926c7e7d-0ubuntu0sarvatt~jaunty

2.6.30-02063005-generic

Due to the 2.8.0 driver EXA is no longer available, so UXA is used whatever is 
in the config file:
(WW) intel(0): Option AccelMethod is not used #new comment line in Xorg.0/log

Unfortunately, I can't confirm William Grant's test results on Karmic,
above.

With this combination (tested both with and without kernel modesetting)
the framerate in ppracer is cut to 11-14fps, and fullscreen video is
choppy. This is roughly what was achieved with 2.6.3 or 2.7.1 drivers
with UXA, and is about half the EXA framerate.

It seems this degradation does not apply to all Intel chipsets, since
https://wiki.ubuntu.com/X/UxaTesting has users reporting improved
performance.

I will try to report this bug upstream.
