The top one is the new GIMP snap, and the bottom one is the traditional GIMP .deb. The snap metadata is not translated yet, see [1] for some ideas on improving this. I'll assign this bug back to GNOME Software as that is the package that can try and reduce this confusion. The dialogs seem to work fine under Unity.
