I can't understand that problem, I think your system is broken somewhat, since files that should be there are not there. Those are not useful, since inkscape 0.92 as shipped in Debian uses gtk2, not 3. Anyway, that means somehow your installation of libgtkmm-2.4-1v5 is broken, please try reinstalling it with apt install --reinstall libgtkmm-2.4-1v5 and those 2 files I mentioned should pop up. According to your original report you have libgtkmm-2.4-1v5 installed.
