Kamya helping NRM link Besigye to rebels - FDC

The opposition Forum for Democratic Change yesterday alleged that estranged 
party official Beti Kamya was plotting with government machinery to frame party 
president Kizza Besigye by linking him to alleged subversive activities in 
Kiboga District.
FDC Vice President Morris Ogenga Latigo made the revelations in a strongly 
worded statement he issued at Parliament yesterday, in which he called on the 
country to ignore the outbursts of the Rubaga North MP.
Said Mr Latigo, “Recently, the FDC received urgent information to the effect 
that some people were being mobilised to set up fake guerilla camps in Kiboga 
to implicate FDC and particularly Dr Kizza Besigye, in anti-government rebel 
activities,” the statement reads, adding, “Our sources assert that the people 
involved had links with Ms Beti Kamya and a senior NRM leader from Kiboga 
District”. 
Prof. Latigo, the leader of opposition in Parliament, refused to name anybody 
allegedly plotting with Ms Kamya or the top NRM official, saying the matter, 
which the FDC officials handed to Internal Affairs Minister Ruhakana Rugunda, 
was under investigation.
The FDC VP had earlier said his statement that upon receipt of the above 
information, the FDC leadership met Dr Rugunda and presented the facts to him. 
“The Inspector General of Police was equally contacted on the matter, and the 
two officials promised to investigate the matter” the statement said.
Prof. Latigo added, “Upon handing over the matter to government, the FDC 
leadership chose to keep quiet and let the investigations proceed normally. 
This remains our position”.
Ms Kamya, who since August has been involved in wrangles with her party after 
she failed to automatically replace the party chairman the late Dr Suleiman 
Kiggundu, told a press conference at Parliament on Wednesday that top FDC 
officials were plotting to have her murdered.
“They are trailing me in Kiboga, around town and everywhere but I have the 
details,” she said. Yesterday, Ms Kamya denied involvement in the 
Besigye-framing plot.
“It’s wild. I don’t know what they talking about. It’s ridiculous,” she told 
Daily Monitor by telephone.Dr Rugunda confirmed last evening he had met FDC 
officials over the matter before it was handed over to the Police.
“The Police are investigating the matter,” the minister said by telephone. 
Efforts to get a comment from Dr Besigye were futile as the FDC president was 
reportedly in several meetings.
But the new allegations come at a time when Dr Besigye is facing treason 
charges for allegedly forming a mysterious rebel group, the Peoples Redemption 
Army for which he was arrested and charged in the run up to the 2006 elections. 
Dr Besigye was detained at Luzira Prison shortly after returning to the country 
prior to the 2006 elections. The FDC statement yesterday seemed to suggest that 
Ms Kamya’s of a murder plot were a counter measure by the MP to counteract her 
party’s discourse with Dr Rugunda.
Prof. Latigo said of the MP, “We urge the country to disregard the unfortunate 
outburst and false allegations levelled against FDC and its leaders by Hon. 
Beti Kamya,”
Prof. Latigo also described the accusations by Ms Kamya as a stunt intended to 
divert the attention of Ugandans from the NSSF-Temangalo land purchase deal.
Meanwhile the Commissioner in charge of crime, Mr Elly Womanya, said yesterday 
that Police are investigating reports of the death threats.
Mr Womanya said Ms Kamya has been given protection.

This is a well-known stratagem of beating the grass to startle the snake. 
Unfortunately for the perpetrators it seems to have backfired against a 
quick-footed opponent.
