Otafiire in his usual manner behaved true to his uncouth behaviour. What one has
to ask is what a minister who claims is not drunk was doing at 2:30 am in the morning
if indeed he was not from a Binge party!.
This is the second time Otafiire was quick with his gun in an argument,the first being
earlier on in the eraly days of the NRM Junta regime when he pulled a pistol and threatened
to kill the late wife of Sam Kutesa (the mother-in law and "also" antie to Muhozi Kainerugaba).
So the saying :Once a thief always a thief; Once Mad always Mad;Once a Murderer always a
Murderer; fits Otafiire's description of the brute he is!

Now the Ugandan poor taxpayers have to pay for all the car repairs and possibly a brand new car for the minister and MP gun-totting asshole!

THE Minister of Water, Lands and Environment, Maj. Gen. Kahinda Otafiire, crashed his car on Saturday morning and drew a gun at a journalist who came to the accident scene.
The incident took place on Kinawataka Road, off the Old Portbell Road at 2:30 a.m.






Daily Monitor photo-journalist Mr Mike Odongkara was put at gunpoint by an angry Otafiire and manhandled by policemen who were called to the scene to rescue the minister.
The journalist was returning home in Kireka after covering a concert by Congolese musician, Mbilia Bel, at Sheraton Kampala Hotel late Friday.
Otafiire's official car, a forest green Toyota Land Cruiser Reg. No. UG 1284S, skidded off the road as the minister drove from Kireka heading towards Kinawataka near Bugolobi. He somehow lost control of the car and it crashed into a ditch on the right side of the road, a witness said. No one was injured.
Otafiire, who is also the MP for Ruhinda, yesterday confirmed he drew a pistol at Odongkara. He, however, said the act was in self-defence after the villagers he had called to pull him out of the trench confronted the photographer.
"Somebody ahead of me was driving badly, I tried to avoid him and I ended up in the ditch. I was alone, then someone came flashing [photographing]. In that situation you will get out your gun," Otafiire said.
The minister, however, could not identify the offending vehicle, saying it sped off before he could get its registration number.
The minister said, "It was the population that indeed wanted to kill him [Mr Odongkara] because they know me. My home is near, but when he introduced himself as a journalist, I told them to leave him and I don't know what happened to him thereafter."
But Odongkara and an eyewitness said that by the time of the scuffle, there was a police patrol vehicle parked on the left and a towing truck which was pulling Otafiire's vehicle from the trench.
According to Ondongkara, he introduced himself to the policemen but they warned him to be "careful". Odongkara proceeded to take photographs and on taking the second shot, Otafiire sprung from the dark corner near his crashed car while pointing a black pistol at him shouting, "Let me finish this stupid journalist".
"Look now you are going to draw cartoons that Otafiire was drunk and I was involved in the accident. But I am not drunk, my driver has lost a mother and he has gone for the burial. Now you stupid journalist, you are going to say I was drunk," Odongkara quoted Otafiire shouting as he brandished the pistol in his face.
He [Otafiire] said "no story, no story, call me tomorrow" after the journalist pleaded with him. Odongkara said the policemen had grabbed his camera on Otafiire's orders but briefly confiscated it before it was given back to him.
Otafiire accused Odongkara of being "a nuisance". "Anyway what was he doing? While others were helping, he was busy taking photographs. That was strange," the minister said.

This is not the first time minister Otafiire draws a gun at an unarmed civilian. In the late '80s, he resigned after pulling a gun at Mrs Jennifer Kuteesa (RIP), the late wife of Foreign Affairs Minister Sam Kuteesa, during an argument at the Uganda Club.
According to government standing regulations, top government officials, including ministers, are not supposed to drive official vehicles themselves.
