Its contents get copied to %SystemRoot% (normally C:\Windows or
C:\WINNT) at the beginning of installation.  See:

I've seen a directory named $$ the $OEM$ directory of a DVD prepared for
unattended installation of windows (not using unattended).

Does anyone know the use of such directory.
