  recognized as an internal or external command .. what can I be doing
  wrong?
  this is an XP machine by the way.. Any help is appreciated! thank you

 You could also consider giving appsonly.bat a try.

I agree about appsonly, definately the better option - In regards to your 
problem, are you actually typing the quote marks above? Because with those 
quotes as they are, most of the commands won't work.

You could also consider giving appsonly.bat a try. It handles item 1
to 8 + installation of Perl Runtime + PATH manipulation + autologin
issues.
