With the latest welfare for Wall street, I think the Reagan revolution should 
be regarded as complete.  For nearly thirty years, the middle class has been 
addicted to the hate of anyone less fortunate as they saw paradise among the 
pack of wolves.

Deregulation never had anything to do with getting “government off the backs” 
of small businesses.  Like in our city, the attacks on small businesses and the 
attacks on personal rights and freedoms have continuously increased while big 
businesses increasingly bulldoze through their corporate controlled government. 
 

The LI storm trooper reality juxtaposed with the Campus Inn cruise control is 
exactly the system the middle class has demanded.  By the way, hang the poor 
children, welfare queens,  the old, and the helpless! 

Deregulation was never anything more than, “throw the stupid middle class to 
the wolves.”  Of course, distracted by hate of the lower classes, the middle 
class made a mad dash for the pack.  

As the mantra, “don’t raise my taxes,” appeased an ignorant middle class, the 
income inequality (trickle up economics) hasn’t been as extreme since the 
twenties before the great depression.  Also in the twenties, ignorance and hate 
was exploited in a similar far away place called Italy.

With propaganda like our modern spin, enemies were identified for the Italian 
masses while a government system called fascism was given to the people.  The 
recent mass arrests of journalists in St. Paul and the other overwhelming 
warning signs the few “elitists” have been screaming about were mapped out long 
ago.

Oh well… all hail King Henry and Queen Sarah as they go hunting moose and 
middle class vermin!

lost animals?

THOUSANDS MORE of Philadelphia's homeless animals are facing death  
next year, along with the Philadelphia Animal Care and Control  
Agency (PACCA).
In a move that has some Philadelphia animal-lovers confused, angry  
and fearful, the Health Department has put out a Request For  
Proposal (RFP) to handle city animal control. An RFP is an  
invitation to bid on a city contract.


On Sept. 5, the city gave PACCA, which had greatly improved in  
recent years, a one-year renewal of the animal-care-and-control  
contract. On Sept. 17, the city pulled the rug out from PACCA by  
posting the RFP, seeking a contractor to handle animal control  
starting in January. The RFP seems to say RIP to PACCA.


Health Commissioner Dr. Donald Schwarz told me yesterday that the  
city contract allows termination without stating cause.


Some in the animal-welfare community fear that the RFP is offering a  
catch and kill contract. Schwarz calls that an unfortunate use of  
the phrase.


More unfortunate is the possible fate of thousands more of  
Philadelphia's homeless animals.


Here's why: The RFP talks about animal control, not care, and  
has language about disposal of animals, rather than about  
lifesaving and adoption.


The absence of care makes it seem like a death sentence for  
innocent animals.


The RFP specifies a work force of 40. PACCA has 60-plus and is  
understaffed, in my opinion. How can a proper job be done with one- 
third fewer workers?


PACCA chief executive officer Tara Derby says that asking for a work  
force that small represents a streamlined machine, focused only on  
holding animals and disposing of them.




The introduction of the RFP asks for a qualified contractor with  
a capacity to handle nearly 30,000 animals annually. In the  
section on contractor duties, the RFP talks of the need to capture  
and hold, euthanize or dispose of animals.


Euthanize and dispose are the words used.

In contrast, the current PACCA contract calls for stray animals to  
be dispose[d] of, preferably by adoption . . . .


That's why the people who care about animals and who have read the  
RFP call it catch and kill. The term may be unfortunate, as the  
health commissioner says, but it is inescapable.


I can't see how any animal-protection organization would bid on it,  
as is.


PACCA won't. The board felt that it would be futile, says Board  
President John Martini.


Martini's goal now is to create an environment in which the  
Pennsylvania SPCA, as the most likely winner of the bid, will be  
able to achieve its mission in providing these services, with  
lifesaving as primary component, he says. The independent PAWS  
adoption operation will remain in business.


Pennsylvania SPCA's chief executive officer, Howard Nelson, says  
that his executive board will vote tomorrow morning on whether to  
bid, but if it does, we would include a lifesaving component.


Since PACCA was reorganized after my 2004 exposé of the agency as a  
House of Horrors for animals, the combined dog/cat save rate has  
tripled, from less than 20 percent to more than 60 percent today,  
according to figures provided by Derby.




Among those distraught by the city's apparent turn against the  
animals is Garrett Elwood, who volunteers at PACCA and has the  
energy and means to fight back.


He heads Citizens for a No-Kill Philadelphia, which just launched a  
Web site, www.PhillyNoKill.com, where concerned citizens can rally  
and get the latest information.


If the city wants to allay fears of animal people, such as myself,  
it could rewrite the RFP, including not just lifesaving and adoption  
as part of the mission, but flat-out state that Philadelphia's aim  
is to become a no-kill city, a goal stated by Derby when she took  
over the troubled agency.


Nationally known animal-welfare crusader Nathan Winograd proposes  
benchmarks, such as a 65 percent save rate in the first year of  
the contract, 70 percent in the second, and so on, plus  
transparency by providing a monthly save report on a Web site.


Meanwhile, at the West Hunting Park Avenue animal shelter, while  
their bodies are up for bid, homeless dogs and cats with desperate  
eyes and hungry hearts are locked in cages. They await either  
adoption by a caring family - or a needle to put them to sleep, a  
forever sleep that ends their abandonment and misery, brought to  
them by human heartlessness.


Philadelphia can, and should, do better.

[UC] South St Bridge neighbors make a difference!

Many of the 11 new revisions were first formally recommended in an  
April study commissioned by the coalition, which includes community  
leaders and associations, such as the Bicycle Coalition of Greater  
Philadelphia.


The revised plan has reduced that number (of vehicle lanes) to four  
to accommodate wider lanes for pedestrians and bicycles.

I didn’t know Mr. Jordon until the Quality of Life Task Force staged by the 
UCD/FOCP (2002).  I will always remember him as the only person to come to my 
defense because of principals while the anointed gang and government turned 
their back on the Magna Carta.  

Standing up for principals has become increasingly rare especially against the 
will of unscrupulous power brokers.  Back in 2002, action against events in 
Clark Park and dog walkers had been the primary reasons for that “task force.”

Secret complaints from unknown, secret, good neighbors, after all other 
strategies were exposed; became the final evidence for FOCP policy still in 
effect today.  The justification for denying the most basic ancient due process 
to me was the insinuation that I might retaliate against the good neighbors if 
I were permitted to see these complaints.  

While the police and city officials sat silently beside the UCD and the 
anointed, Mr. Jordan made the only objection and showed to me his strong 
principals.  

Anyone who criticized the demand for the Iraq war as war drums were beating, or 
has faced the wrath of one of our local civic associations knows the courage 
necessary to openly stand up for principals even when these are overwhelmingly 
unpopular with community power brokers.

Mr. Jordon, thank you.  You nor your principals will be forgotten.

[UC] Local recommendations...

Hey all,

I am looking to have a few things done locally -

1.)  Have a screen door re-screened
2.)  Have a new pane of glass installed in a window
3.)  Have some tools sharpened

Please help if you have a suggestion...  a reply off-list would be
great!

I was happy to read that article, and glad to see that you 
posted it. it reads as a nice example of what neighbors can 
do when they work together -- hammer out alternatives and 
compromises so that everyone's concerns are respected AND 
progress is made. a civic win/win.


why hasn't something like that happened with the 
penn-proposed hotel at 40th street? why are we still stuck 
with an 11-story hotel as the only option for that corner?

It hasn't happened because we're dealing with Penn which we know is a  
lot less flexible and neighbor-friendly than the City.
