[UC] FOUND: Calico kitty - 43rd Baltimore

The same folks who lost their orange male kitty last week (around 43rd  Baltimore) just found this calico:This cat just showed up on my porch wednesday and at first i thought it was a friendly stray just passing through, but its been out there ever since. I guess its female but it is TOTALLY BIZARRE that i found a cat because less than a week ago i lost my male orange cat. of the opposition to the hotel since the very beginning, and 
this opposition to the height and scale has been publicly 
voiced, again and again since 2007, in neighbors writing to 
uc review, the dp, and the city paper; it has been publicly 
demonstrated, repeatedly since 2007, in neighbors testifying 
at phc, pcpc, and shca's public meeting. indeed, the height 
and scale issue was so important that in dec 2007 the 
developer himself published distorted drawings of the hotel 
in an attempt to minimize the appearance of its actual 
height and bulk. and as recently as last week (sept 16) 
nilda ruiz and other members of pcpc acknowledged that the 
height and scale was 'overbearing', a 'shock' and a 
'problem', but that neighbors would 'get used to it'.


well, the neighbors have not gotten used to it, and the 
agencies involved have not gotten used to it. while the 
developer, with the help of penn, squeezes their hotel 
through the mayor's offices at city hall, the hotel's 
massive height and scale remains the elephant in the room. 
ignoring it each step of the way does not mean approval or 
support, in fact, the very attention and effort given to 
dismissing it is what's been so necessary to push it this far.

this editorial, which the dp's 'opinion board' published in 
the dp on 3 mar 2008, began like this:



It's time for Campus Inn to check in to its new home at 40th
and Pine streets.



just days before, on feb 27, our neighbor mary nixon wrote a 
letter to the uc review (http://tinyurl.com/3tezvp) which 
went like this:



It is time for Tom Lussenhop and company to find another
site for their aggressively greedy hotel After an
incredible amount of criticism, nothing ever changes. He
still insists on the same number of rooms, the attached
restaurant, the maximum of four onsite parking spaces. How
many times can you say IT'S TOO BIG before he hears you?
...
It is time for the Spruce Hill zoning Committee to realize
that the only ones benefiting from this project are the
University of Pennsylvania and the developer.
...
It is time for the University of Pennsylvania to relinquish
control of 400 S. 40th Street and to put the property up for
sale. 




clearly, the dp's 'opinion board' was reading, and 
responding to, mary nixon's opinion in the uc review. and 
this 'opinion board' shifted the issue to one of parking, 
reducing the height/scale issue to one of mere aesthetics:



That doesn't mean neighborhood concerns, especially about
potential traffic congestion, are unfounded.

Penn officials need to ensure that developers provide extra
parking and try to respect the aesthetic landscape of the
low-rise community.



what the dp's 'opinion board' -- and, later, pcpc -- are 
ignoring here is that the hotel's massive height/scale is 
not just an aesthetic problem, it's not a visual that can be 
blurred away or gotten 'used to'. it's the root problem, 
defining the size and scale of all the other issues, like 
traffic and parking and density and future development.

[UC] Couple looking for apartment in Cedar Park area

Oh, I didn't know that about SHCA boundaries, Ray. Thanks.

But SHCA does tend to represent off-campus homeowners much more than 
highrise student residents (has anyone ever met a highrise-resident SHCA 
member?). Since the latter neighbors live in blocky 16-story buildings, 
their view of scale and massive might be quite different from that 
of a resident on 42nd St. Still, SHCA looks like a good venue in which 
to raise questions of scale for those neighbors that are opposed to the 
Campus Inn project.


My post didn't ignore anything; it modestly addressed the question of 
whose job it is to weigh in on an issue of scale, if you'll pardon the 
pun. PCPC, as you just noted below, does not see preservation of scale 
as its topmost concern in city planning. SHCA and ZBA look more 
appropriate for that issue, each in a different way that could be 
tactically important.


The Mayor's Office at City Hall is really separate from PCPC, which is 
on Arch St. The Mayor's Office is not part of the normal loop for 
approval of any development. And there's nobody specifically in charge 
of scale in the Mayor's Office. You can still go down there if you 
want to, and so can Penn.

[UC] Needed: feral kitten fosterers, recovery space for just-fixed ferals

Hello all,

I just received the following from one of the Project MEOW  
volunteers.  Is there anyone out there who would be able to either (or  
both) foster four feral kittens or provide space for the recovery of a  
just-spayed feral mom??  fyi, Recovery is the process of holding a  
trapped and just neutered/spayed feral cat for a few days (indoors, in  
a spare room, garage or basement) until it is well enough to be  
released back into its territory.  It involves feeding and regularly  
changing the paper in the trap.  The cat stays in the trap (or a cage,  
if one is available) during the recovery.  fyi, the adult ferals have  
already been treated for fleas and have their vaccines for distemper  
and rabies.  A MEOW volunteer can take you through the steps.  The  
kittens will have been treated for fleas, but are not yet old enough  
for vaccines.


As you may know, Project MEOW's primary mission is to reduce the  
number of feral cats on our streets in West Philly via TNR (trap,  
neuter, release).  Kittens that are found/trapped in the process of  
TNR, if young enough, are fostered and socialized for adoption.  MEOW  
is a non-profit organization, run by very dedicated volunteers, and  
are always in need of new volunteers (as well as donations, of course!).

I just got a message from a girl who found four kittens,
around 6 weeks old, with a feral mom.
We are all tapped out on foster homes -- completely -- as well as
recovery space, for that matter.

Also, do you know anyone who might be interested in helping with our
biggest problem right now, recovery space? Our two biggest recoverers
are out of commission right now, and it's starting to limit Project
MEOW's trapping capabilities.
