Hello All,
Mr. Jean-Louis is still missing.  His family is very worried about him.
I've cut and pasted here the info in the flyer linked below, along with his
picture.  If you click on the link you will get to a flyer, but I wanted to
put all of the info here as well.

Additionally, the family has shared that he really likes libraries, and
supermarkets, especially natural foods.  Loves avocadoes.  If anyone is
going to any of these places, please look for him.  If you see him, please
try to stay with him while contacting the following: you can call Detective
Francesco 267 808-4714, and e-mail family friend Jamillah Campbell at
jstandingst...@gmail.com.  You  can also message me if you'd like, and I
will pass any info you have along. (215 906-0243, pbul...@gmail.com).  He
may be confused, and sometimes these kinds of patients become agitated and
violent because of their confusion, especially if they haven't had their
medications.

Its been nearly 30 hours now, and so its critical that we find him.

[UC] Alert: Group of boys on bikes, stealing bikes and casing cars

Hello All,
We've been talking about these boys on 48th St. Neighbors, and one of our
members thought I should tell the larger community so here goes:

Several neighbors have seen a group of boys on bikes riding through the
neighborhood in the last few weeks.  One of them is on a smaller pink bike,
and is one of the regulars for this group - he seems to be the one most
recognizable because of his bike.  About a week ago, someone spotted them
riding up 4500 Regent, with two bikes in tow - pretty obviously stolen.
Officer Martinez had come on them earlier casing cars and they fled when
they saw her in her patrol car.  She lost sight of them, and then the call
came in about seeing them with the bikes.  It just so happened that another
neighbor operates a video camera near there, and got images of them.
Officer Martinez positively identified them from the pictures so its pretty
clear that these boys are not just taking bikes but also casing cars.
There have been several thefts from auto in our neighborhood, and so
there is reason to keep an eye out for them in case they are the ones doing
this.

African American, sometimes in groups of 3 or larger, with the smaller pink
bike as part of the group.  Seen at 49th and Kingsessing going west on
Kingsessing, 4500 Regent going south on 46th at the top of the block,  900
block of 48th St.   Those are the reports I've heard about, and I'd be
happy to take more if anyone else has seen them and can recall where it was.

Please call 911. Have a description and location ready, and what you
observe them doing.   It would be nice for their sakes to nip this in the
bud, before they graduate to more serious crimes.

You can also text Officer Martinez after calling 911 (267 207-6181).  She
also gave me the number of Officer Griffin who works closely with her (215
207-7220).  They will be part of the response if they are available.

I think you're mincing words, Patti. I suspect you really mean  that it 
would be nice to nip this in the bud, getting the little bastards  off the 
streets and teaching their parents something about responsibility,  scaring the 
shit out of the whole sordid lot, before they graduate to  more serious 
crimes. Not that stealing $500 or $600 bikes, which many people  around here 
have, isn't serious enough.

I just want to clarify - I actually do mean that I am concerned for them
that they don't graduate into more serious crime, for their sakes.  There
is a high cost to them, in many ways.  I am of course concerned for us as
well, not to be further victimized by them now and into the future should
they continue on this path, but I actually do care about what happens to
boys like this.  Please allow my words to stand as I stated them, and you
are very welcome to state your own opinions without restating mine.

[UC] ALERT: ROBBERIES NEAR 48TH STREET

Hello All,

A neighbor from near 48th and Kingsessing let me know that he was beaten and
robbed at 7 pm on the 900 block of 48th St. last night (Thursday), right at
the corner of Windsor and 48th.  One person confronted him as he walked
north on the sidewalk, cornering him against a parked van, and two (or more)
others jumped out behind him from where they had been hiding (likely from
behind a tall bush near the sidewalk).  They knocked him to the ground and
got his wallet, while beating him up. They then ran down Windsor towards
49th St.  He is not seriously injured, and did report it to the police.

I have heard of a few other incidents this week: two nights ago, a person
was robbed at 48th and Hazel, with the 3 assailants running down 48th to
Cedar and turning west. One of them was armed with a gun.  Also, 3 or 4
nights ago, 2 women were robbed at 48th and Kingsessing.

All of these incidents happened in the early evening, between 7 and 9 pm.
There are not good descriptions that I know of, beyond the usual dark
hoodies.  If I hear anything else, I will pass it along. Obviously, exercise
caution while you are out and about.

[UC] Alert on Break-ins and Get-aways

Neighbors,
   Last year when we experienced a lot of muggings in the area, there 
was a gettaway car involved.  In my experience the getaway car
can be parked on, or around the corner of the street where the incident 
happens and available to pick up the guys on foot.  So keep your eyes 
open not
only for the suspects on foot, but also for cars on your block that are 
occupied but don't seem to be there for a reason.  Note the model, color 
and if
you can get the license number.  Or a car that pulls out after an 
incident is foiled. This is often the suspect that lingers around after 
the crime is committed.

to my roomate's car on the 4600 block of Hazel. I say "broke" because the 
window was already broken from last year's break-in. Anyway, they stole a 
bunch of tapes (no value except personal) and for some reason her owner's manual

Someone broke into my sister's car last 
night. They used a screw driver to open the trunk and stole a lot of 
clothes that she had in there. They also broke the read window and 
searched the car for valuables. I've reported this to the Police and to 
UCD. This is going to persist until this/these people are caught. 
They had to have spent a lot of time going through my sister's car, which was 
parked beneath the street lamp. Did anyone see or hear anything? 
There was a lot of stuff and it would not be easy just to make away with 
it. 

Any help would be appreciated.

I live in the 4900 block of Cedar Avenue, and there is a car across the
street from me which goes off every time a heavy vehicle rolls by.  If a
city truck goes by, it sounds off.  If a large SUV goes by, it sounds.   If
anything at all happens, it sounds.  It does this until at least 2 or 3 am,
when the streets have relatively no traffic.  I'll bet that's the one
you're hearing.  I started checking each time I heard an alarm, due to
posts about break-ins, and that's how I discovered this baby that cries
wolf.  Oh well, what can you do...

All things being equal, it is my understanding that the reason alarms go
off all the time is because they are much cheaper and don't have the
same quality innards.  It sounds as if your neighbor is trying to save
money.

I was out early this morning walking my dogs (6:30am) and saw a car that
had been broken into on 47th street just north of Pine. There was glass on

A friend just called to warn me that a car accident at the Springfield/Baltimore/45th street area is blocking the trolley tracks in both directions; the presence of ambulances, etc. suggests that trolleys will be blocked for awhile.

Just a warning to those who may want to find alternate routes home this afternoon!
