Similar situation here:
Dell Vostro 1320 with broadcom 4312 chipset.
It used to work fine (out of the box) with Jaunty.

The wireless device is shown in the commandline (iwconfig), but the
NetworkManager refuses to enable wireless networking. I've had exactly
the same behavior already in Hardy.

I am currently having a similar issue using the final release, kernel 
2.6.31-15-generic on an HP dv6049wm. 
I have been able to install the driver, however my machine boots into 
low-graphics mode afterwards (unable to detect display an input devices 
properly). I nvidia's driver installed and have edited xorg multiple times in 
an attempt to correct this. When I uninstall the broadcom driver, boot 
continues without any problems.

perfectly work me on my HP Mini 1000:

1) Add the CD-ROM to the list of sources from the 'Software Sources' app
2) If you leave the /etc/apt/sources.list file as-is the you wont be able to 
obtain the drivers via 'Hardware Drivers' app (the update process will hang 
once you select the STA drivers)
3) Make the edit above with vi or gedit
4) Reboot
5) Use 'Hardware Drivers' and the install of the STA drivers for the BCM4312 
will proceed properly!

To use the install USB, I modified the cdrom line in /etc/apt/sources.list to 
be:
deb file:/media/xx/ karmic main restricted
where xx is the name of your usb mount location.

Then update and install bcmwl-kernel-source as described above.
Wireless now works for me.

I just installed 9.10 on my Dell Mini 9 (from the LPIA alternate
installer CD), and sadly the BCM4312 is not being detected, nor is the
option to install the driver available from the Hardware Drivers control
panel (or jockey-text).  The wl.ko file present in Jaunty is nowhere
to be found, leaving me without networking...  This is such a hugely
popular network card, as crappy as it is, that this bug should really
have been fixed before releasing 9.10.  Doesn't leave a very good first
impression!

Same issue here with Karmic beta (linux 2.6.31-11-generic) on HP Mini
110-1030NR.

I could fix it following the steps described in:

No Internet access nor live CD needed. Just a couple of commands on
the terminal.

Had the same problem on my Lenovo 300 C200. Curiously I can add the
Broadcom BCM 4311 wifi driver from the live CD
(System/Administration/Hardware Drivers) but when I installed the beta,
the option to add this driver doesnt exist. i.e.
System/Administration/Hardware Drivers doesnt show any propriety drivers
to add.

As a workaround I rebooted from the live CD again, activated the driver
and THEN installed again by clicking the install icon on the desktop. I
didn't choose to install from the menu.

After this the driver shows up but I can't get it to activate. I
followed the solution above and reinstalled bcmwl-kernel-source from the
synaptic package manager after choosing the install CD as a repository
source and now the driver can be activated.

A 2 minute fix and all is good
