SCDHHS is the State Medicaid Agency for South Carolina. This project is
focused on the replacement of the State’s Medicaid Management Information
System (MMIS). The project is a major undertaking for SCDHHS and requires
major transformation of culture, processes and technology. It also supports
the Department’s transition from primarily a fee-for-service payer of
claims towards a program and policy driver for health outcomes primarily
through managed care programs.

DAILY DUTIES / RESPONSIBILITIES:

The State seeks a skilled professional with a full understanding of the
SDLC and level of testing experience who can work independently and
alongside project team members, State agency representatives and all
impacted Third Party vendors. The Agile project methodology will primarily
be leveraged which will require significant organizational skills. The
following duties will apply for this Automated QA Tester position:

• Collaborate and report to the Test Manager and/or Enterprise
Architect on all testing duties

• Work with Enterprise Architect to establish test automation
framework using industry standard tool(s) such as Test Complete, Selenium,
SOAPUI, etc. from inception to implementation for a complex SOA Medicaid
solution

• Create and maintain a suite of functional, regression and
load tests; integrate test suites into the test management system

• Work with an Agile development team to perform automated
testing in parallel with continuous development efforts

• Work with the Release Engineering team to create and maintain
an automated nightly build verification smoke test

• Ensure proper version control and configuration management of
all test objects developed and test environments used

• Developing and documenting clear, concise and repeatable test
cases from functional requirements

• Working with developers and other teammates to analyze test
results and troubleshoot problems found

• Timely and accurate reporting of defects found during testing
using JIRA

• Provide progress/status reports on testing activities to
Management

• Preparation/review of test reports

• Checking daily progress against targets, reporting as
necessary and taking action to resolve exceptions.



REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):

• Thorough knowledge of Software Testing theories and best
practices

• Demonstrates ability to understand software requirements

• Demonstrates effective communication, both orally and in
writing, with colleagues, clients and customers at all levels, both
formally and informally

• Experience testing in an Agile/Scrum environment

• Demonstrates ability to create an automated testing framework
for a SOA solution from inception to implementation

• Demonstrates functional understanding of industry standard
test automation tools, SOAPUI, Selenium, Test Complete

• Strong scripting background (PERL, JavaScript, VB Script) and
ability to create complex data driver scripts



PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):

• Medicaid Management Information System (MMIS) experience

• Familiar with Medicaid Information Technology Architecture
(MITA)

• Familiar with Medicaid Enterprise Certification Toolkit (MECT)

• Commercial insurance and/or health care data experience

• Public sector experience is a plus



REQUIRED EDUCATION:

Bachelor’s degree in a technical, business, or field. Years of experience
can substitute for formal education.
