Hi
This sounds weird. Have you opened and saved the tld files? The tld files
should be UTF-8 as pr. spec. CP1250 sounds to like you have opened and
written the tld files using you default locale.

This looks like a bug. Please create a JIRA ticket. We need to look at
using the IO Reader & Writer to perform character encoding conversion.
