Ok, though the doc is misleading. The official site provides both 2.12 and 2.13 
pre-build binaries.

Spark Scala API still not updated for 2.13 or it's a mistake?

For the Scala API, Spark 3.3.0 uses Scala 2.12. You will need to use a 
compatible Scala version (2.12.x).
