s:text encoding issue

I'm having an issue using the s:text tag, in that it is displaying garbage
on the screen. But if I use a s:property tag all works well.

For example if I use the two following tags and select Arabic:



The first works as expected and the displayed text is perfect, but the
second just produces a series of question marks.

I'd appreciate any help as we've just spent a shit load of time
standardising on s:text and I don't really want to have to do it all over
again.

We are using struts 2.2.2, everything is UTF-8, struts, jsp, sitemesh,
freemarker and jdbc connection.

How long is the URL, including all the parameters?  IE has a limit of 2083
characters.

Hello List,

I know the question is not really related to struts, and I am asking 
just in case, people had similar problem and has the solution.


I am using struts2 + displaytag.

Under IE9, for CVS display output, when mouse over the link, it shows

https://website?param1=1¶m2=2paramN=N


If there are lots of search parameters para1...  N, after clicking "CSV" 
output, IE will return "Internet Explorer cannot display the webpage" 
page. And the IE tab shows "ieframe.dll"!


Does someone know how to fix this?

Note:
(1) firefox works fine
(2) IE works fine when only param1... param5 , but IE does not accept 
too many parameters!!!

Thank you for answer Johannes, I have no errors but warnings in the JS
Console, it tells me sth about smoothness jquery theme (I setted it once but
I'm not using it anymore, I have looking thorugh all my JSP and there are no
theme="smoothness" or jquerytheme="smoothness")
It throws me several repeated warnings in this file Advertencia:
http://localhost:8080/SGE2/struts/themes/smoothness/jquery-ui.css
For example: Property 'zoom' unknown, error interpreting a value for
'filter', Property 'border-radius' unknown,
property 'border-bottom-right-radius' unknown and
property 'border-bottom-left-radius' unknown. All are Rejected Declaration.
(Sorry y dont copy paste but my warnings are in spanish)
